Filter notes based on Reporter's team

As a user, I would like to be able to filter notes on the Notes page based on the team who reported the issues. Currently, I need to do an export for multiple users rather than a single report.

Send automated weekly email if a team has no (or low number of) updates

Idea from James Marsh (Mace). They do this manually now and would like to have an automated version. It does seem like Sablono will be sending too many emails, but they do receive a huge amount on a daily basis... Maybe still send emails if update...
