In some project trust between main and subcontractors is very low. In those it makes sense to add a pre-approval step before issues are available to all users. The workflow would work like this:

• Anyone would raise Notes

• All Notes would go to a specific Mgmt team first

• This team would decide if the issue is a real problem and either "reject" or "release" the issue into the project

• Responsible Team would resolve the problem

• Post-approval done by Reviewing Team

All this would ensure that only issues relevant to the Mgmt lead to notifications and are worked on.
