Allow editing/deleting of Notes on mobile while QA checklist is still a draft

Currently, users can not edit / delete Notes from QA checklists even if they did not upload them yet. It would be helpful to allow that until the QA checklist was uploaded to make sure users can correct mistakes easily.

Only hide Activities on the late tab after list refresh

On the late tab of the Today app Activities which are marked as done simply disappear. We should still show them as done as long as the list was not refreshed or the user changed tabs back and forth.
