Allow editing/deleting of Notes on mobile

Allow editing/deleting of Notes on mobile while QA checklist is still a draft

Currently, users can not edit / delete Notes from QA checklists even if they did not upload them yet.

It would be helpful to allow that until the QA checklist was uploaded to make sure users can correct mistakes easily.
