The Quality control for 1 activity is split in 2 phases, with 2 QA checklists
Phase 1: "Subcontractor Inspection": Site operative finishes work and fills in a highly detailed QA checklist. The Inspector of the subcontactor then reviews the operative´s work and checks the answers of that detailed QA checklist
This triggers the start phase 2. Before, the SC could not see the GC´s inspection checklist.
Phase 2: "General contractor Inspection": The main contractor inspection is a condensed checklist serving as a verification of the subcontractor´s detailed checklist. The GC can read the SC´s checklist, without approving each specific detail. The sign-off of phase Phase 2 triggers the next activity.
Phase 1 is signed of by SC operative and SC Inspector
Phase 2 is signed of by SC Inspector and GC Quality Control.

Alternative:
3rd party Quality control - with the additional feature to hide questions of the QA checklist for the responsible team and mandatory for the Inspection team and/or Confirming team.
