I would like to plan labour and working hours as combinations or decoupled from each other

I would like to setup planned labour for activties as combinations (I need 10 workers and the work takes 2 workings days) or decoupled from each other (I have 90 working hours to finish / only 4 workers can work on that job in parallel).

    It makes sense to connect labour and duration but we have to think about how, why, etc with a customer.

    It should be very clear to the user how we calculate working hours out of these possibilities.
