Restrict/Allow activities out-of-sequence

As a project manager I want to be able to specify which activities can be done out-of-sequence and which have to stick to the sequence, to make sure construction runs smoothly.

      Bulk change is very complicated combined with this.

      Restricted access can lead to pending status change including email notifications.
