Appoint a team leader within each team who is responsible for adding/removing members to his team (document control function?). Large projects with a turnover of staff will otherwise be held up while trade contractors wait for their employees to be added to the system by our staff. Responsibility can then be put on trades to allocate this as required.

Each team within our own organisation could also be dealt with in the same way
