Allow status updates for activities with QAs that do not include mandatory items

If a QA checklist does not include mandatory items we could allow:

  • Updates from web

  • Bulk updates from web and mobile

  • Updates from external tools once we have the API

All updates would lead to a status change and answering the checklist with everything "not checked"
