Trade-to-trade signoff

In construction work is usually reported done and afterwards accepted by either the next trade or the site manager. We should therefore introduce an optional 4th state for activities.

BUG in assigning templates

when filtering by project structure and then selecting all filtered elements and then assigning a workflow template. the template gets assigned to all elements in the project, not only the filtered ones.
